Tall grass or normal grass does not allow blocks to be placed on top of them (The block will return to the inventory)

Putting blocks on top of the tall grass or normal grass will put your blocks back in the inventory.

To reproduce
1. Place block on top of tall grass or normal grass

Tall grass or normal grass will not get destroyed by blocks place on top of it, instead, it automatically removes the place and places it to the inventory.
