[Fixed in 1.13] Ravagers don't rotate their heads horizontally

While messing around with the ravager, I notice that they don't rotate their heads horizontally although they can move their heads vertically. Notice how the ravager looks at the player, they rotate their full body and not their heads first before they rotate their body.
