blocks replacing blocks randomly (Beta)

Ok so, I was working on a village in the sky for fun in creative in the bedrock beta, and I had snow as a replacement for "clouds," anyways, when I was placing fences along the edge of the islands, the fences sometimes replaced the snow blocks without me even breaking the snow blocks first.
