Arrows shot at dragons pass right through them

Steps to reproduce:

Go to The End;
Wait for the Ender Dragon to come to the portal;
Shoot at it

Expected results:
The arrow gets deflected by the wing.

Observed results:
The arrow simply passes through the dragon.
