Cannot switch from survival to creative mode without creating out of space error

Someone suggested I try to clear up hostile mob spawn issues by switching the creative mode and then back to survival.
If I try that, I get the out of storage space bug. (I have 164 gig free)
I CAN switch to creative mode, NOT PLAY, close the app, reload and then launch the world in creative mode, play, save and exit, switch to survival mode, NOT PLAY close the app, reload it and then if I try to launch the save it also gets the out of space error.
