Mob Spawning Y>128

Hello,

There seems to be an issue where hostile mobs won’t naturally generate above the old skycap of 128, even when the conditions that the Java edition has, are met. The height of the platform and the distance at which the ceiling is placed doesn’t seem to change anything, furthermore every forum I’ve asked seems to be as perplexed as I am.
