Pufferfishes puff up and never shrink

Steps to reproduce:

1. Spawn a puffefish
2. Get close to it

Expected results:
The pufferfish stays puffed for a little bit and shrinks.

Observed results:
The pufferfish stays puffed forever, unless you collect it with a bucket and spawn it again.
