Purchased Skin packs are still locked

I reported this problem in 1.11, I am in the 1.13.0.17 beta and I am having the same problem. A Skin pack that I have purchased is still locked, if I try to equip the skin from the pack, I am defaulted to Steve or Alex. I am having this problem with:
