Flame arrows and blaze fireballs can set players on fire even when blocking with a shield

Repost of MC-93892. Using a shield to block a flame arrow/fireball shot from a blaze or another player (armed with a Flame enchanted bow.) will block the flame arrow/fireball, however the shield doesn't prevent you from being set on fire.
