Lingering potions no longer work and it's particle effect never end

The lingering potions doesn't give it's potion effect on arrows, mobs and players, even when you hit yourself with it, it still doesn't give you the potion effect, making lingering potion extremely useless

 

And what's more annoying, the particle effect that makes almost never ends until you quit the world multiple times
