Lantern can not be placed under stairs

Lanterns can not be placed under a stairs block.

Lantern could be place on top of stairs block when stairs block was place upside down. Also lantern could be placed under a slab in the bottom of the block position. However, the Lantern could not be placed under a stairs block.

This issue is reproducible on my Xbox One.

Steps to reproduce bug:

• Place a stairs block on top of two other blocks or place the stairs block on a wall.
• If stairs block is on top of blocks remove block under stairs.
• Try to place Lantern under stairs.
