Water, glass, ice and slime above Y=128 are invisible when seen through clouds

Steps to reproduce:

1. Place water, glass, ice or slime blocks at Y=128 and below;
2. See them through a cloud.

Observed results:
These blocks are invisible, but all of the ones below them are visible.

Expected results:
All of the blocks should be visible no matter how high they're placed.
