Bonemeal Doesn't work on Trees

What I expected to happen was...:
That when I used the bonemeal on the sapling I planted, it would grow into a regular tree.

What actually happened was...:
I used all the bonemeal and the tree did not grow.

Steps to Reproduce:
1. Get a sapling of any kind.
2. Get at least 14 bonemeal.
3. Use all bonemeal on the sapling.
