The Skin I use is now locked

I bought the Chinese Mythology pack in the Xbox One version of the game. When I started playing Bedrock I was relieved to see that I still had my purchased content. I was using one of the skins from the Chinese Mythology pack, the Azure Dragon. Today, when I loaded in, my character was Steve. I tried to change my skin but the Azure Dragon skin is now listed as being locked and I can't use it. What the hell?
