Fortune 3 diamond drop rate low on windows 10 for realm

Diamond ore mined on a realm with a fortune 3 pickaxe seems to have extremely low chance to drop more than one diamond. I have mined around 16 ores with fortune 3 and only received 18 diamonds, however upon testing from the switch version on the same realm I average a little more than 2 diamonds per ore mined. Cannot seem to replicate when not on a realm
