I can’t join my brother’s world LAN in mcpe

Since the update 1.9 came I can’t play with my brother neither can he because whenever I go to a world the “multiplayer game” button is turned off and I can’t turn it on too cuz I’m in the world so I get out and check it again and it’s turned on but still when I’m in the world it’s off idk why but pls fix this and btw I use an uncharged WiFi (a WiFi that is not connected to the internet)
