Chiseled Quartz Blocks no longer directional

When placing Chiseled Quartz in previous versions, they would orient themselves depending on what block you would place them on, similar to Endrod's placement behavior, but now with the 1.11.0.4 beta, they can only be placed with one texture and have become completely nondirectional.
