Balloons, one of the most playful thing in real life and in Minecraft, but there is a bug that ballons are not working right.

• Mobs don't float away with balloons
• Misplacement of ballons followed with mobs
• Fence posts and balloons are misplaced, followed by misplacement of balloons of mobs and no floating away.
