Command block minecart entity is still blue despite item being orange now

Summary:
The Minecart with Command Block item does not match the placed entity; the placed Minecart/entity shows a (blue) repeating command block, but the item is an (orange) impulse Command Block.*

Steps to Reproduce:

1. In Creative, obtain a Minecart with Command Block using the command:
   /give @s command_block_minecart
2. Place it down on a rail
3. Compare the colour of the item in the player's inventory, with the placed Minecart with Command Block entity

Observed Results:
The Minecart with Command Block in the inventory is an impulse command block, but the placed one is a repeating one.

Expected Results:
They should match.

Notes:
*(Please note that in the Bedrock/Education Edition of the game, Minecarts with Command Blocks have until now always displayed as the (blue) repeating type, which is a parity break with the Java Edition.)
