Dirt blocks do not regrow into grass anymore with grass blocks around

After sheeps have been eating grass, the grass doesen't regrow anymore, even with grass blocks around them. I copied the world and set it on creative to demonstrate, its really annoying I don't want to open my original world fearing that the sheeps will destroy more of my land.
