Smooth Sandstone & Smooth Red Sandstone have wrong hardness

In the 1.14 PC snapshots, smooth sandstone has a hardness of 2.0, harder than its non-smooth variant. This also applies to stairs.

However, in PE 1.9, the full-block smooth sandstone has the same hardness as non-smooth, while smooth sandstone stairs are correctly harder.
