Dirt blocks won't generate into grass blocks

We created a world and have been playing it for weeks and not once has a grass block been generated and our sheep and cows can't eat because the grass won't appear. I created a new world to fix the problem but nothing happened. I then asked a friend about it and he said that his wife noticed the same problem.
