Skin menu constantly glitches and warps upwards while scrolling, preventing me from reaching the bottom of the list

I keep trying to scroll to the bottom of the skins list in the change skin option in the main menu, but every time I try, it gets glitched and instead of going down, it will just start scrolling up incredibly fast even if I don't touch the controller at all.
