Snow Golem spawning without correct blocks

I started a snow golem and placed the regular non-carved pumpkin on top of the two snow blocks with intentions to carve it after I went and got some shears. To my surprise though, the snow golem still spawned. I'm pretty sure that it has to be carved for the golem to spawn, right?
