Cannot connect to player that using Nintendo Online Service

Both console A & B is connected to same LAN / Access Point / Wireless Router

Console A Joined Nintendo Online Family Account and set the counter to Japan

Console B Joined Nintendo Online Family Account and set the counter to Japan

When console A opened a normal game, Console B can see Console A Game is online and active, however, when select the game, waiting to connect, and finally failed to connect after 3 min.

 

Please notice that using Xbox live connection is okay without issue.
