End city gateway does not jwork

While using an ender pearl to go through the end city gateway, I get trapped in bedrock and begin to suffocate. 

When i switch to creative mode and try it, I notice that i am constantly teleporting back and forth between the 2 gateways but am stuck in the bedrock.
