Bottom layers missing?

I transferred in my Java Edition world, and when I loaded it up, I noticed that the bottom layers of most of my biomes were missing, making me unable to explore caves or dig farther down that once or two more layers. I am able to swim under entire biomes due to this issue. I do not know how to fix this.
