Villagers Not Able to Equip Armor

When attempting to equip armor to villagers with dispensers (NOT droppers), the armor piece just falls on the ground. However, this does work on other mobs (zombies, skeletons, etc.). The Villagers can still equip armor via commands, but that isn’t really no cheat survival friendly.
