Entering and Exiting Operator Mode Removes Flight

While entering Operator permissions and exiting operator permission (into a custom selection of permissions), I noticed that while I was in creative mode, I can't fly/stop flying. I still have GM 1, I still have cheats enabled, but fly has been removed from my character.
