When I try to create or join a world it gets stuck on the loading resource packs screen

I’ll go onto mcpe and either create or join one of my existing worlds it will start to load and then stop as soon as it gets to the loading resource packs screen I have had issues with the game for some time now and it has been frustrating me I have been unable to play and it sucks.
