Can't Tame Wolves

When encountering wild wolves, holding a bone will cause them to look and tilt their head, but when right-clicking (use item) on the wolf, it will not accept a bone, but will just continue looking before eventually wandering off.  The same happens when attempting to offer meat.  This has been tried on numerous wolves, with the same effect: do not accept bones and cannot be tamed.
