Player can't enter area, all entities in area act differently

Random chunk size spaces appear and the player can't enter it. Any entities within the area begin to act differently. In my case fish were stuck in place and were doing a flopping motion. I threw a carrot in said area and became stuck in the air. You also can't swim one block around it, but you still drown.
