No Possible way to sign in

When I launch the game I am unable to "sign in" clicking the button tells me to buy the game. Going to the game on the store tells me "You already own this" (I do). This is a "new to me" computer that was used. When I got it I replaced the hard drive with an SSD and did a fresh install of windows 10. Please see attachments for more details.
