Weirdly specific Block requirements for Conduits

The Conduit refuses to activate with any frame lacking four specific blocks. It must have the four direcional bocks around the center, placed in any combination of lowest and highest level of the activation frame. Notably, the center block is not required for activation. Prismarine slabs and stairs are also not accepted, but that may be intentional, and thus wasn't tested further.
