Can’t really see underwater. The first player can see underwater very well and the second player cannot even with night vision. Is there a way to fix this issue

When we create worlds the first player can see very well underwater.  The second player can’t see but maybe 2 or 3 blocks ahead.  The water is dark and has no light for the second player. However it doesn’t mater which account is the guest or host.  The first player (host) can see underwater very well.  The second cannot.  Is there a way to fix this?  As it stands right now my son and I cannot do any underwater adventuring.  We have tried being in creative mode, night vision, and the lighting of the tv.  Nothing works.

 

PS:  I have no idea what and affects version is.  It’s on Xbox one and we bought it with the console.
