texture pack downloads every boot

every time I boot, I have to download the texture pack i am using. (city).  I am prompted to do this after a display message "load world update pack 1 of 1" .  I down load the content 9M and load my world. everything works fine. IF i choose to skip the download, the texture pack is available to me anyway. I've had to do this every time since the last update.
