Downloads stalled after purchasing

We have been unable to download our purchases from the store today.  We selected 10 items and clicked on download for each.  Viewing the inventory screen each new purchase shows up with the status "Downloading..." and a empty taskbar.  Clicking on the item to show the detail page does not show a taskbar and instead simply says "Downloading: name_of_item" (E.g. "Downloading: Sealantians Reef Rescue" ).  Internet connectivity is fine on this Ipad.  We have rebooted the ipad, clicked on "restore purchases" etc to no avail.
