Activator rail drops villager inside block at head level, killing them.

I have a dismount area for villagers in minecarts. The tracks before and after the activator rail have a block at Y+1.  Even though there is an open block available for them to dismount, and they did sometimes dismount there they also regularly dismount on the rail behind the cart with their head in a solid block, killing them.
