Worried Panda animation is broken

The other animation bugs got fixed, there is only this one left: Worried panda during thunderstorms: Instead of covering their eyes and shaking, they just sit and go back and forth.

Steps to Reproduce:

1. Spawn a worried panda

   /summon panda ~ ~ ~ minecraft:panda_worried

2. Set the weather to thunder

Observed Results:
The panda just sits and goes back and forth.

Expected Results:
The panda should cover its eyes and shake.
