Minecon 2016 Skin Pack not showing up anywhere

So, this kind of related to another bug.  The Windows 10 version has the same exact issue with skins packs I described in that other bug report.  The issues are identical, except that the "Minecon 2016 Skin Pack" doesn't show up at all (search_win10.PNG).
