world packs stuck downloading

I play on a Galaxy S7. I've made 2 purchases in the store and they are both stuck downloading. I can't make new worlds with the packs attached or access them. I had the coin to purchase them and it definitely took the money when I selected them. I've been waiting 3 weeks to see if it would sort itself out, but this is ridiculous.
