Phantoms lose ability to go up or down when there is a cat nearby

Phantoms are scared of cats, that's okay, but they also lose their ability to go up or down when there is a cat nearby.

Steps to reproduce:

1. Spawn a cat and make it sit, so it doesn't run around.
2. Spawn a phantom nearby, at any height that is in the cat detection radius.
3. The phantoms will just keep flying binded with the height you spawned them in until they're not able to see the cat anymore.
