I get stuck at the water surface

Steps to reproduce:

1. Create a new world and have at least a 2 blocks deep water pool.
2. Jump in.

Expected result:

You should fall without anything stopping you from hitting the bottom.

 

What actually happens:

When your head is right above the surface water, you get stuck there for almost a second and then start to sink.
