Not saving texture pack

I purchased the Chroma Hills texture pack some time back, and since the upgrade to 1.7 I am prompted to download the texture pack every single time I load the world using it, even when I have it applied globally.  Further, skipping the download will still allow me to use the texture pack.  Is this by design?
