Leads are breaking if I leave a chunk and enter it again.

The leads of horses attached to fences are breaking if I leave a chunk. After reloading the chunk, the leads are gone and the horses are walking away. If I want to attach a lead to one of these horses, it is impossible. I can’t attach a new lead to them.
