Multiplayer Not Working at all

Xbox One Bedrock Edition. 1.7.0 is the version our worlds are on now yet this has been an issue for probably 5+ months. My xbox account is one of his family accounts but my skins and packs work separately without him online, unless we are on his host xbox. We have No Problems on anything else but this version of minecraft.
