WiFi on but no internet means game doesn’t load

Ever since Mojang was bought by microsoft and the x-box live features where added to the game I have had a problem with loading the game without internet. If my WiFi is on (connected to a network or not) but I don’t have internet connection. The game will not load. My device stays on a white screen with no logo. I have left my device on for 1 hour befor to see if it would load and it did not. Turning WiFi off fixes the problem but it has to stay off.
This was a problem on my IPad Mini 2 and now my IPad mini 4 across multiple iOS updates and many game updates.
