Item Frames can only be placed on walls

Item Frames have been said to be able to be placed on ceilings and floors (aside from walls) but I can't do that for some reason! Please fix asap

 This affects my current phone (Samsung GalaxyS7 Edge) and my old phone (Samsung s5)
