ocean fish stop spawning

when I log in to the world, there are fish, squids and dolphins in the water like normal. after maybe 15 minutes, all the marine life vanishes and nothing spawns but a couple drowned and stays like that. when I log off and log back in the fish spawn, but then vanish. this has been happening since first of october
