redstone doesnt work at all

ok, so i was in a creative world, called, medieval city. it was and old world type, and didnt have a specified seed. the seed was 1030447524. i went to a small area in the distance close to the edge to test redstone for one of my builds. i wanted to make constant water bucket sounds for my water wheel build with dispensers. so i built my clock curcuit, got the stuff ready, flipped the switch like i know how, and... nothing. the redstone didnt even activate. i then searched for it, but couldnt find anything. at first i thought it wasnt connected properly, but i looked at it and it was perfectly built. i also tried relogging, taking it apart and building it again, changing repeater ticks, rotating the curcuit, rotating the repeaters, removing some mobs, like villagers, etc. please fix this soon, i would like to finich my water wheel soon so i can share the map with my friends.

always day is on, so there was no mob lag, and i turned off mob spawning for animals.
